Since 1962, Project Overseas has assisted teacher organizations in over 50 countries in Africa, Asia and the Pacific, and the Caribbean. This is a voluntary position that is financially supported by the Canadian Teachers’ Federation (CTF) and the Elementary Teachers’ Federation of Ontario (ETFO). Each year, 16 ETFO members are selected to participate in Project Overseas.
ETFO members who are selected to participate in Project Overseas present professional learning workshops to teachers in host countries. In July, participants attend CTF’s training in Ottawa prior to their international placements which typically last between three to five weeks.
Updates about Project Overseas 2022
The Canadian Teachers’ Federation (CTF/FCE) has informed Member Organizations that, due to the ongoing impact of the COVID-19 pandemic, the traditional model of Project Overseas is cancelled for 2022. Numerous factors were examined to determine the viability of a traditional Project Overseas program in 2022.
The most significant factors were vaccination levels and rates in the countries where Project Overseas would take place. The Canadian Teachers’ Federation will continue to show solidarity to its many partner organizations in the Global South despite the challenges presented by COVID-19.

Selection Criteria for ETFO Members
An ETFO member interested in applying to Project Overseas must:
- be a Canadian citizen;
- hold a Canadian passport, valid until at least July 2023;
- have a valid teaching certificate;
- have a minimum of five years of Canadian teaching experience;
- possess strong curriculum planning, classroom management, differentiated instruction, assessment/evaluation and/or technology in education skills;
- be in excellent health and able to work in developing country conditions;
- have active federation involvement;
- have a commitment to social justice, gender equity and building teacher solidarity;
- have leadership experience in their schools and communities; and
- have professionalism, teamwork, flexibility and adaptability while working as a guest in another country.
The ETFO Application Process
ETFO participants are recommended to the Executive by ETFO’s International Assistance Committee after applicants have successfully progressed through a two-stage selection process that includes a thorough review of the application package and telephone interviews for selected candidates.
